Asset prevention is currently one of the most effective tools in the fight against organised and economic crime, especially due to the significant operational implications involved in the management, administration, and enhancement of seized assets and companies. This area is of particular interest to judicial administrators, insolvency practitioners, court-appointed professionals, and technical consultants, who are called upon to operate in legally and economically complex environments.
These topics will be the focus of the conference “Asset Prevention as a Tool to Combat Organised and Economic Crime: Assessments and Outlook,” in which Gobid Group will participate as an official sponsor. The event will take place on Friday, January 30, starting at 9:00 AM, at the University of Milan, Via Festa del Perdono No. 3 – Room 102.
A high-level scientific and institutional initiative
The Conference is promoted as part of the activities of the University of Milan (specifically, the Coordinated Research Centre on Prevention Measures at UniMI, and the PhD Programme in Organised Crime Studies) and Advisora, under the scientific coordination of Professor Fabio Basile, Professor of Criminal Law and Coordinator of the Coordinated Research Centre on Prevention Measures, and Lawyer Marcella Vulcano, President of Advisora, along with Dr. Elena Mariani.
Advisora is a nationwide community of professionals of high moral, cultural, and professional standing who collaborate through the exchange of experiences, expertise, and information in the judicial administration of seized and confiscated assets and companies. The integrated approach across various multidisciplinary competencies and the continuous interaction between theory and practice drive the professional development of Advisora members, who must necessarily acquire cross-disciplinary skills.
The training event is sponsored by the Milan Bar Association and the Milan Association of Chartered Accountants and Accounting Experts, and is organised with the support of key institutional and professional bodies. Gobid Group is the official sponsor of the Conference.
The Conference aims to be a national-level forum for reflection on the system of prevention measures, fifteen years after the entry into force of the Anti-Mafia Code (Legislative Decree No. 159/2011), bringing together magistrates, academics, heads of investigative authorities, judicial administrators, and professionals from various regions of the country.
The objective is to provide a critical, systemic, and forward-looking interpretation of asset and administrative prevention tools, highlighting their role not only in repression but also in safeguarding the legal economy, ensuring business continuity, and restoring companies to organisational structures that comply with the principles of legality and transparency.

A central part of the conference will focus on preventive seizure and confiscation, with particular attention to the management of seized companies, the safeguarding of business continuity, and relationships with third parties and insolvency proceedings. Speakers will include Giulia Romanazzi, President of the Prevention Measures Section of the Bari Court, and Vincenzo Laudiero, Judicial Administrator and Advisora Member, who will examine the functions, responsibilities, and operational challenges of the judicial administrator from the seizure execution phase to the continuation of business operations. This section will be complemented by contributions from Donato Pezzuto, Judicial Administrator, who will address the effects of asset measures on third parties and the final stages of management and reporting, and from Alessandra Cerreti, Deputy Prosecutor at the Milan District Anti-Mafia Directorate, who will discuss asset investigations in criminal and preventive proceedings.
In addition to the asset-based dimension, the conference will delve into the topic of administrative prevention and judicial oversight of companies as tools aimed at fostering a structured dialogue with businesses. Contributions on these issues will come from Paolo Provenzano, Professor of Administrative Law at the University of Milan, and Silvia Cipriani, President of the Prevention Measures Section of the Florence Court, supported by insights from Alessia Pafumi, Judicial Administrator and Advisora Board Member, on collaborative prevention and the role of experts, and Federico Papa, President of the Milan Criminal Bar Association, who will present the defence perspective in the prevention system.

Judicial Administration, Compliance, and the Evolving Outlook of Prevention Measures
The afternoon session of the conference will be dedicated to judicial administration as a tool for preventing economic crimes, with a focus on compliance issues, organisational structures, and risk management. The session, moderated by Roberto Paese, Judicial Administrator and Advisora Member, will feature, among the speakers, Maria Rispoli, Judge at the Autonomous Prevention Measures Section of the Milan Court, who will address the requirements and evaluation criteria for the measures, with a focus on proportionality and adequacy.
Further contributions will include those by Marcella Vulcano, discussing remedial measures and the organisational and managerial implications in companies subject to prevention measures; Oriana Roncarolo, Deloitte Partner, focusing on the role of technical consultants in managing supply chains and in due diligence and compliance processes; and Armando Simbari, Lawyer and Advisora Member, who will speak about internal investigations as a tool for detecting and managing violations. Finally, Edoardo Zuffada, Research Fellow in Criminal Law at the University of Milan, will present a reflection on the relationship between prevention measures and the “231 system” (corporate criminal liability framework).
A forward-looking session moderated by Professor Vincenzo Mongillo will explore the future of prevention measures, with the participation of Alessandra Dolci, Deputy Chief Prosecutor at the Milan Court; Maria Rosaria Laganà, Director of the National Agency for the Administration and Allocation of Seized and Confiscated Assets; Giuseppe Furciniti, Head of the Milan Operational Centre of the Anti-Mafia Investigation Directorate; Raffaello Magi, Judge at the Court of Cassation; and Vincenzo Maiello, Professor of Criminal Law at the University of Naples Federico II. The closing remarks will be delivered by Professor Fabio Basile, who will summarise the scientific and operational discussions.
